Generally the buss wires ARE the length and shape of the layout.  Based on what you have now said, I'd run the buss wires below the track and between the two track ovals, sending feeders off to the tracks on either side. 
There are plenty of simple wiring manuals for model railroads available for not to much.  A picture or diagram can really help.
