Loose gear on G scale Big Hauler drive wheel

Hi,

I bought an older #91114  2-4-2 W/COAL BALDWIN & TENDER W/SMOKE (PENNSYLVANIA) for my father as an 80th birthday gift.  It was sold as "new in box", and appears to be in perfect condition, except it won't run! 

I found that the gear on the drive wheel is in place, but it is loose and spins freely on the axle.  Can I just "super glue" the gear to the axle?
