Was it a plug in install or did you hard wire it all?
Can you operate sound features such as the whistle? or do you mean the sound comes on when placed on the track?

If its plug in make sure you have the plug the right way.

If you can't control the sound features it may be the wrong address try doing a total reset to factory defaults.

I bought a "New" decoder from the local hobby shop plugged it in and had a similar problem, turned out, it had been returned to the store. they insisted I must have changed CV's but at that time all I had was an EZ Command... they reset it there on the track and everything worked fine.

I wired it in, and I can control the sounds, as I increase the voltage the chuffs get closer together, the bell rings and the whistle blows. But the engine does not move, I have checked my wiring in fact I rewired it. My programing track has the 100ohm resistor attached (soldered).
Thanks

Read this part of the manual

With Digitrax LocoMotion, there are two types of speed tables: 3 Step Tables
and High Resolution 28 Step Tables. Please see your Decoder Manual for a discussion
of the 28 Step Tables. The 3 Step Tables are set up by programming 3
CVs: Start Voltage (CV02), Mid point Voltage (CV06) and Max Voltage
(CV05). These values are set at 000 at the factory. All have a range of values
from 000 to 255. We recommend the following CV values as a starting point for
experimenting with speed tables.
Complete Train Control
Run Your Trains, Not Your Track!
Loco Type V Start V Mid V Max
CV02 CV06 CV05
Switcher
Concentrated low speed. Limited top 002 038 064
speed
Road Switcher
Prototypical top speed w/evenly 002 048 098
distributed curve from 0 to top speed
Mainline Loco
Quick increase to cruising speed then 002 128 154
levels off to prototypical top speed.

there is also a section that says to make sure you don't sort the capacitor case to the track or frame of the loco or it could be damaged

and have you put a meter on the motor connections with throttle applied to see if you have voltage?

which Digitrax decoder do you have exactly.
the SFX 004, SFX064D, and SFX 0416 ARE SOUND / FUNCTION ONLY DECODERS
they have no motor control, and are a piggyback decoders.
If it's a SDH164D HO Scale Mobile Decoder, start by resetting decoder
(cv8 to a value of 8.)
check orange and grey wires are connected to motor poles correctly.
