Can this item be used with any track system?
Do I need any other equipment for this device to operate correctly.

It will operate with any H0 or N scale track system that is properly gapped.  That is, both rails must be gapped at both ends of your return loop.   The 8 or 10 amps put out by some DCC systems may be too much for this module but it will work with the EZ Command system.
