Help adding a new loco to my ez command

I have tried and tried to add this new loco, but nothing happens what am I doing wrong?

Tell us what you are doing.
How many locos do you have programmed in so far? You can only program 10 with EZ Command.
Is this a new loco with a program number of 3 or is it a used loco with another programmed number?
If used and programmed to a number outside the range of 1 to 10 you will have to find someone with another system to program it to within the program range of the EZ Command before you can access it.

An other DCC system is not required. If the locomotive's address is higher than 10 an E-Z Command Control Center can program it to an address that the E-Z Command Control Center can control.

DO NOT CONNECT THE E-Z COMMAND CONTROL CENTER TO THE WALL PACK POWER SUPPLY UNTIL AFTER YOU HAVE MADE THE CONNECTIONS FROM THE CONTROL CENTER TO YOUR TRACK. Not following this may damage the E-Z Command Control Center.

The key to successful programming a locomotive's address using the Bachmann E-Z Command Control Center (Item No. 44902) is the sequence in which buttons are pressed, when a button is held down and when the button is released.

Only have the locomotive you want to change the address on the track.
Once you are proficient at changing a locomotive's address, just having one locomotive on the track may not be required. But this is dependent on the total power being used. 

Assigning a new locomotive from address 3 to a different address:
Most new decoder equipped locomotives will have an address of 3. All Bachmann decoder equipped (Bachmann's term - DCC On Board) locomotives are factory set to an address of 3. Read all of the following instruction before you start.

  1.  Press and release address button 3
  2.  Activate the locomotive by running a short distance and bring the locomotive to a stop.
  3.  Press and hold down button 3
  4.  Press and release the STOP button
  5.  Release 3 button - the Power LED is flashing rapidly
  6.  Press and release the button for the new address for the locomotive. The locomotive moves slightly to indicate decoder response and the power LED is now flashing slowly. The movement of the locomotive is slight so you may not notice it.
  7.  Press and release the STOP button.

The locomotive is now ready to run using its new address.
