Wheel Axle Spacers for 38/55 Ton Shays

Hi,
   I'm restoring a 38 ton shay and need to replace all of the plastic spacers/washers used between the wheels and axle bearings. Bachmann sells the wheel plugs for the non-gear wheels but I don't see the spacers listed for the 38 or 55 ton shays. Does Bachmann possibly sell something similar under a different engine type or has anyone found a suitable replacement at a hardware store?
