Track Voltages using EZ-Command DCC System

Today. As I placed a NON DCC loco on my tracks, I noticed that the headlights came on. And the loco did not move. I checked my EZ-Command unit and it was set for NON DCC locos, (Button 10 LED illuminated). I removed the loco from the track. I got out my Digital Multimeter to measure the voltage on the track. I found that it was 15.4 volts AC. Would this 15.4 volts AC damage any DC loco that would be placed on the track.  ??? When I operate the speed control knob, the DC loco works fine. And so does a DCC loco, at the same time. Regards. Col.

Just went and checked it out. The "Stop" LED is NOT blinking. The "Forward" LED is NOT blinking, and the No. 10 LED is NOT blinking. There is no LED at the function button. This unit is Item #36-500

Dear Col.,
Remove the analog loco, and make sure the DCC loco has an address other than 10. If the analog loco operates on 10, the DCC loco should be Ok on the new adddress.
