out of box bachmann locomotive problem

I bought a bachmann dcc sound value onboard, item no. 68912, ho ft locomotive New York Central. I just placed it on a program track, to hear the functions. But when power is applied to the track, the engine flashes four times, pauses then repeats. After that, I have no response from engine. I don't understand it. I tried to do a research on what would cause it, I even reset cv to factory reset, but still no response. I would like some assistance, if you can on what I can do? Thank you.

Depending on the decoder, that could be an indication of a short in the loco. Pop the shell off and check to make sure there's not a wire pinched against the chassis, or a wire end touching something it should not.

Program tracks are just that, programming tracks.  They don't do anything other than give you a read out of various things like CVs, addresses, decoder, manufacturer, and such..... and allow modifications to CVs and addresses.

They do this because they're delivering only a fraction of the power needed for the engine to do anything other than read out things. The engine will just sit there silently while you program it because it's a program track, not an operating track.

If you want to hear sounds, you have to put it on a powered up layout track, not a program track.

With the engine on the programming track, get it addressed properly and then put it on the main line on your layout and call up the address. You should be able to hear all your sounds.
