EZ Dynamis Control System

I reconnected my DCC system a few days ago, after it being in storage for a couple of years.
No power emerged from the unit. The transformer was supplying 15.5v, by my meter, buit
nothing was available from either track connections.
I assume this is a fault in the circuit board.
I would appreciate comments from members who have experienced a similar fault.
Also are replacement circuit boards available, and from where?
I live in Australia.

There is no power to track when,
  the system is in 'Service Mode' programming  ---  there will be no power to track except for a faction of a second when programming packet is sent.

  system has timeout -- If the line of sight is lost between handset and the receiver the Command Station cuts track power.

Try
•  Install  fresh high quality brand batteries in the handset.
•  When powering up the Dynamis system always turn on the command station first and then turn on the handset. Now press the Emergency Stop button so the system will synchronize.  Until you press the Emergency stop button the handset and the command station will not communicate with each other.
•  You may want to turnoff (use edit track timeout) the timeout feature that cuts power to the track when the infrared signal is lost.

Thank you for your reply.
I have replaced batteries with new, have reset with stop button.
There is communication between the unit and the handset.
Units green light remains solid.
Handset appears to be functioning.
I have passed it over to my TV serviceman to see if he can find anything.
Expect it back tomorrow.
