Bachmann Brill Trolley

Dear Bachmann,
I am looking to add DCC to my new Brill Trolley.
There is a PCB board - H610+PCB01. The light and motor are connected to it..
First what is it for? The same voltage that goes in from the pick ups seems to go out to the light and motor. I can not figure what it is there for?
Also, when I install a DCC should I keep it in line between the DCC and the motor or remove it and go directly to the motor from the DCC?
Lastly, should I remove the capacitor across the motor leads or remove it?
