This is and will always be a job for your maintence crew ;D
dirt on the track has been the ban of us model railroaders since the begining.
Most of the crud on our track comes from the wheels of our equipment.keeping your wheels clean will be a ongoing job but a part of the hobby' one thing that seems to help is upgrading your freightcars with metal wheels as the plastic wheels most come equipped with tend to collect and spread the dirt along the rails.
there are also a few really good rail cleaning cars available that will ease the chore.

Tend to agree that the EM1 would be a excellent starting point
finding a tender with full electrical pick ups might be the hardest part. Thinking if either a challenger or big boy one would be best. Then a all weather cab either the plastic or the brass one available thrum I believe precision scale would work. You will of course notice the front mounted dual air pumps on the smoke box front' also available.
I would recommend the small sand domed version of the EM1 to eliminate the large covers extending from the front sand dome.

Another thing to keep in mind is that the EM1 was actually the smallest of all the Yellowstone's built.

Have you given any thought to soaking the driver and axle in say maybe alcohol over night? Only concern might be if its is a insulated driver's wouldn't want to chance damaging it.

Or he could simply buy one of the Akane M4s and convert it to DCC & Sound like I did!

Sure it would be possible to convert the 2-10-0 to a 4-10-0 but it'll be a bit more work than simply switching the lead truck out ;D

Spectrum steam I. Believe is in the past. The EM1 is a standard line loco and just look at it absoluty beautiful!
like rogertra i pretty much have all I really desire although like MRF261 I would love to have a model of a Milwaukee Road S3 simply because I remember seeing one of those beauty's as a child In The early 50s.
