The E-Z Command Control Center system can run the locomotive and activate or deactivate functions mapped to F0 through F8.

If the locomotive has a factory installed decoder it is likely one made by ESU. You cannot take advantage of most of the ESU decoder features and functions using the E-Z Command Control Center. You cannot even reset the decoder.

The Sound Value decoder factory installed includes three whistles -- selected using CV 115

N&W Class J No.611, which is factory default

The decoder is a SoundTraxx OEM Tsunami decoder (not to be confused with the Bachmann Sound Value made by SoundTraxx) with features set to Bachmann specifications.

This may not matter to you if you after toy not prototype look ----  most types of railroad bridges do not have a roadbed like E-Z track.

Hopefully drive belt is root of the need to push to get to run issue. But also examine for a split in the drive axle gear.

Wobble usually is do to binding or unlevel track rail and very rarely wheel not round. Bind can be caused by lack of lubrication, bent rods, to more complex to fix  wheels out of quarter.

Before you installed decoder -- Did the locomotive run and have lights using DC power?

If you did not try, do so now, unplug the decoder and reinstall the Dummy Plug in the socket. Using DC power pack,  run the locomotive and look for lights.

Per my tech notes, the pin-1 socket is on the left making the pin-8 on right closest to the front of the tender. However, locomotive should still run if you did not plug in the  decoder with correct alignment but you will not have lights.

The Bachmann 44932 or 44902 E-Z Command Control Center cannot be used with the MRC AD491 Walk Around Handheld controller.

I caught one note here where it said setting CV115 to 1 of 3 numbers changes the horn sound. Where does that info come from?
A: Click Here For the supported CVs (Configuration Variables) and their factory default value. If you encounter any discrepancy between the decoder and the document,  it is likely a misprint in the document. So ask.

No User or Technical manual available for the decoder. The Sound Value decoder is not a Tsunami but similar.  You will have to adapt
